Paperwork and Veterinary Requirements

It’s best to have 0x Cargo or an equally qualified IPATA agent help guide and plan your pet’s pre-move preparations. For now, the following information serves as a guide in order to prepare your pet to enter the UAE.


Quarantine is necessary if your pet does not completely fulfill the following health and veterinary requirements. This may be considered if your pet cannot wait to compete the long rabies titer test before needing to depart.

Health/Veterinary Requirements

Requires 2-3 months of preparation to enter without quarantine.


Must be administered before any other veterinary procedures.

  • Dogs and cats must be identifiable by microchip. There are no exceptions to this rule.

  • The microchip should be ISO compliant and 15 digits long.If your pet does not have an ISO compliant chip, your pet will have to travel with a microchip reader attached to the crate. Alternatively, your vet can implant a new ISO compliant chip in addition to the existing non-ISO compatible chip.
    After implanting the chip, your pet will have to be revaccinated in order for the new vaccination to be valid.


Must be administered at least 21 days prior to departure

  • Dogs: Distemper, Hepatitis, Leptospirosis, Parainfluenza and Parvovirus (DHLPP) and Bordetella.

  • Cats: Feline Viral Rhinotracheitis, Calicivirus and Panleukopenia (FVRCP).

  • Dogs and Cats: 2 subsequent Rabies vaccinations done prior to Rabies titer blood testing.

Blood tests (optional)

To be completed within 12 months of entry into the UAE.

  • Rabies titer blood testing takes about 4 weeks to process and is valid for entry into UAE for 12 months.

Paperwork Requirements

Processed about 14 days prior to arrival.

Import Permit

Processing time of 1-2 workings day and is valid for 30 days

  • To apply for an import permit, you can use this convenient link to UAE’s Ministry of climate change and environment’s portal.

Health Examination for Health Certificate

Must be done within 10 days of departure.

  • At this point in your pet’s move, one of our pet shipping specialists will pre-complete the correct health certificate and email it to you veterinarian for signature at the physical appointment. We provide all documents and are available to answer any questions and troubleshoot issues that may arise.

  • Internal and external parasite treatments are also required.

USDA Endorsement

Must be completed before departure

  • After your pet has been examined by your veterinarian and the health certificate has been completed and signed, the health certificate must be submitted to the USDA office to be endorsed. 0x Cargo will coordinate this process with your doctor.

  • If a military veterinarian completes your pet’s health certificate, the USDA endorsement is not needed. A military veterinarian is a Veterinary Corps Officer or civilian GS-0701 series government veterinarian employed by the U.S Army Veterinary Service.

Dubai International Airport is the primary and is a major international airport serving Dubai, United Arab Emirates for pets to arrive.

Dog breeds not allowed entry into the UAE:

  • Pit Bulls (Staffordshire Bull Terrier, American Pit Bull Terrier, American Staffordshire Terrier, American Bully)

  • Mastiff Dogs (Brazilian Mastiff (Fila Brasiliero), Argentinian Mastiff (Dogo Argentino), Any Mastiff or Hybrid)

  • Tosa (Japanese Tosa or Hybrid)

  • Rottweilers or Hybrid

  • Doberman Pinschers

  • Canario Presa

  • Boxer

  • Any mixed breed of above breeds or their hybrid
